Draft Minutes of the Board of Directors Meeting

February 10, 2006

Board members present: James Stecker, Sharon Hampson, Melody Bockenfeld, Lowell Haugen, Jody Langfeldt, Barb Theis, Joe Salzman, Dennis Wedde, Karen Witt, Hilde Surbaugh Perala, Susan Lorenz, Mary Cay Frieberg, Cynthia Tomasello

Board members absent: Dale Hippensteel, Kathy Munsey, Nancy Eggleston, Suzanne Oehlke, Patti Krug, Faye Tetzloff, Judy Crouch-Smolarek, Sally Nusslock, Julie Willems Van Dijk, Cheryl Mazmanian

Meeting called to order at 8:35 a.m. by James Stecker, Co-President.  Motion by L. Haugen and seconded by Mary Cay Frieberg to approve the agenda as presented.  Motion carried.

Motion made by M. Bockenfeld and seconded by D. Wedde to approve the minutes of the January 13 meeting as presented.  Motion carried.

B. Theis gave a brief treasurer’s report.  She has been out of the office a lot due to the death of her father.  There is $19,354. 84 in checking, $16,862.32 in savings and the CD balance remained the same at $5,269.76.  Motion made by L. Haugen and seconded by Mary Cay Frieberg to approve the treasurer’s report as presented.  Motion carried.

Correspondence:

bulletRequest to participate in the Health Summit - It was reported that Dale was to the Health Summit. 
bulletRequest to review Federal Emergency Plan – not much correspondence on this issue.  Due to questions about what this item referred to it was decided to carry it over to the next meeting.

Committee Reports:

bulletLegislative Committee/Joint Public Affairs Report – M. Bockenfeld reported that the last meeting was a teleconference on 1/26/06.  They reviewed the legislative grid. 
bulletAB881 was passed on a unanimous vote, 5-0 by the Health Committee to move on to the full Senate.  Once passed will consider the role of rules.  Hoping to have the signing during Public Health Week or at the WALHDAB annual meeting. 
bulletA new piece of legislation that is being discussed is Leave Our Children Alone.  This would end funding for the Family Planning Waiver for 15-17 year olds.  It has not been assigned a number yet.  It sounds like the Governor would veto this if needed.  Will keep the group posted as it moves through the system. 
bulletAB617 which addresses health care coverage is important to ACS as it would affect their clinical and drug trials.  This passed out of Insurance Committee.
bulletThe Underheim (AB869) bill is on hold for now.  This bill would keep the Board of Nursing from deciding what percent of faculty members need Masters or PHDs.

              The next meeting will be February 23, 2006.  There was some discussion on

              whether or not Carol Roessler should be supported by WALHDAB for the

              Legislator of the Year award.  In general the discussion was not in favor of this

              support due to her positions on access to women’s reproductive health care.  A

             review of bills and her voting record was also discussed.

bulletJoint Annual Conference – H. Perala reported on their teleconference meeting on February 9.  The dates again are May 24 and 25.  So far there are only 3 breakout session applications.  She encouraged members to get the word out to others regarding either a breakout session or a poster.  The WALHDAB meeting will be a breakfast meeting at 7:30 a.m. on the second day (5/25).  Will get the form out again to members.  Board members are not receiving information from WPHA unless they are members of that organization.  J. Stecker volunteered to help.  There should be an email out next week with the brochure coming out around March 15th.  A question was raised about who would be involved in the welcome portion of the opening meeting.  A suggestion was made about Shari Johnson and to have someone approach Doc Hines as it is his area of the state.

bulletEnvironmental Health Specialty Group – No report.
bulletNutrition Specialty Group – No Report.

 

Regional Representative Reports:

bulletNortheast Region – No Report
bulletNorthern Region – No Report
bulletSoutheast Region – Lorna Wills spoke to them about the WEDDS system.  There is concern about the ordering of influenza vaccine for this year.  Comments included those about the length of time to order and some of the groups that were ordering.  Sanofi-Pastuer is the only vaccine for 6 month olds.  Questioning why ordering was not opened to prior customers instead of a wide open ordering allowed.  Referred concerns to Southeast Region Immunization Representative to go to Dan H. and then to CDC.
bulletSouthern Region – Shari Johnson met with the group to discuss her vision and priorities for public health in the state.  Some of these priorities were stable funding and pandemic planning.  WI Office of Rural Health is unable to help with Community Needs Assessments this year.  A subcommittee of health officers and Southern Regional Office staff to help.
bulletWestern Region – Pepin County has a new Health Officer. Her name is Heidi Stuart.  Hopefully Buffalo County will next to hire a Health Officer and then all will be filled.  Shari Johnson will be at their meeting on February 15. 

 Old Buisness:

·         Web-site Update – No report. Carry over till next meeting.

·         N.A.L.B.O.H. – No report other than the conference is in July.

 New Business:

bulletDiscussion was held about changes in the WWWP.  Melody Bockenfeld will follow up with Kathy Munsey regarding what WALHDAB can do.
bulletJ. Stecker stated he is pleased the Governor signed the nursing home funding bill.  Also New Holstein had their first murder – suicide.

 Next meeting will be at Stevens Point at the public library on March 10th from 10:00 a.m. to 2:00 p.m.  J. Langfeldt will check on who makes the library arrangements for the meetings.
