Minutes of the Board of Directors Meeting

April 21, 2006

Teleconference

 

Board members present:  Barb Theis, Cheryl Mazmanian, Dale Hippensteel, Dennis Wedde, James Stecker, Joe Salzman, Judy Crouch-Smolarek, Karen Witt, Kathy Munsey,  Lowell Haugen, Mary Cay Freiberg, Melody Bockenfeld, Nancy Eggleston, Patty Krug, Susan Lorenz

 

Board members absent: Faye Tetzloff, Hilde Surbaugh Perala,  Jody Langfeldt, Sally Nusslock, Sharon Hampson, Suzanne Oehlke

 

The meeting was called to order at 8:35 am by President Dale Hippensteel.  No additions were made to the agenda. 

 

Changes to March 10th minutes discussed.  Suggested changing Legislative Committee report to reflect motions made and state items that were discussed.  All agreed to revise the minutes as stated.  Motion by Lowell Haugen and seconded by Mary Cay Freiberg to approve the minutes from the March 10th with the above mentioned changes.  Motion carried.

 

Treasurer’s report:  Barb was not present during this portion of teleconference.  Motion made by Kathy Munsey and seconded by James Stecker to accept the Treasurer’s report as presented.  Motion carried.  Discussed the MOU for WPHA/WALHDAB Conference.  Dale will follow up to ensure MOU is in place. 

 

Dale reported that Kathy Munsey’s daughter updated the WALHDAB Web site; including placing the minutes, Legislative Grid and Brochure of Annual Conference on the web site.  Kathy indicated her daughter spend approximately 6 hours at $10.00/per hour doing this project.  Motion made by Judy Crouch-Smolarek and seconded by Dennis Wedde to approve up to $100.00 for this.  Motion carried.  

 

Correspondence:

·         Dale Hippensteel had correspondence regarding CDC supplemental co-operative pandemic funding.

·         Dale has brochure for Digital Health Care Conference 2006.  It will cost vendors $425 and Health Care Providers $300 to attend.  Registration online can be accessed via web site www.dhc2006.com.

 

·         Dale reported he has letter from Western Wisconsin Public Health Education Consortium requesting donation from WALHDAB.  It was reported that this is included in the budget under Administrative – Miscellaneous. Motion made by Kathy Munsey, seconded by Cheryl Mazmanian to donate $200.00.  Motion carried. 

 

·         Letter received from Home Care Advisory Committee requesting a represent- tative and an alternate.  They would like to have a nurse involved.  Request should be sent to regional people. 

 

·         WIC at Risk letter received requesting letter of support.  Motion made by Kathy Munsey and seconded by Melody Bockenfeld to send letter of support to Federal Legislators.  Motion carried.  Ask Suzanne Oehlke to draw up the letter.

 

·         Nancy Eggleston indicated she received a note that Tom Wittkopf is retiring in three days.  It was suggested WALHDAB send a card or letter to him thanking him for his may years of service.  Nancy to send e-mail address to Dale Hippensteel.

 

·         Trust For America was e-mailed to all WALHDAB members.  Dale Hippensteel and James Stecker to sign letter requesting increase in funding to Wisconsin.

 

·         Dale inquired if others have received current issue of N.A.L.B.O.H. “News Brief”.  Indicated the board is looking for West Great Lakes Regional Director.  Would anyone from WALHDAB be interested.   James Stecker indicated he is interested; Dale felt WALHDAB should back his nomination if his name is suggested for candidacy.   Jim indicated NALBOH would help with writing grants.

 

 Committees:

bullet Legislative Committee/Joint Public Affairs Report – Melody Bockenfeld reported various bills that were discussed; including TABOR, Save MA. Pot Luck Bill, etc.

 

Kathy had a call from the Governors’s Office stating they signed the Absolute Sobriety Law. 

 

Asked that WALHDAB oppose TABOR.  Will discuss at meeting next week.  Dale will contact Hoven Associates.

 

bullet Joint Annual Conference:
bullet Kathy Munsey reported they met April 6th at Kalahari for a walk through for the Annual Conference.  They looked at rooms, discussed Break Out Sessions.  Also discussed cost of meals.  Kalahari indicated they would not honor the State Rate for food after reviewing the contract, they agreed to honor it with limited food choices.  Stated all rooms were booked; no need to worry about not being refunded for un-booked rooms. 
bullet Awards:  Indicated WPHA/WALHDAB “Legislator of the Year” may not be presented at the annual conference this year.
bullet There are Two new WALHDAB members that need be be recognized at the meeting.  Need to add this to the agenda, but instead at a function in Milwaukee. We will be updated.
bullet In need of moderators for each room during conference.  Looking for volunteers from WALHDAB.
bullet Registration form was not included on brochure.  Form can be access through WPHA and WALHDAB web sites.
bullet Public Health Council:

o        Julie Willems Van Dijk was not present for teleconference.  Dale indicated she will provide a summary report and will try to be present for future calls or provide a written report. 

bullet Joe indicated the HRSA audit was discussed at yesterday’s PHC meeting.  Dale indicated he will talk to Julie regarding this.
bullet Environmental Health Specialty Group:
bullet Nancy discussed the environmental meeting.  The biggest issue was the change in the Mobile Home regulations.  They also discussed new pool codes, Boil water procedure and Lodging Codes.  Stated there are two counties that are becoming agents for the State. 
bullet Nancy indicated they have a new Self Evaluation tool; it is being tested first by two counties, Bayfield and Wood Co.
bullet Stated Mike Burnette, Dept of Ag indicated there is a new MOU with Dept of Ag and DHFS.
bullet Discussed counties that post inspection reports in newspapers. Currently two counties are doing this.  They indicated how many critical and non-critical violations there were for specific facilities and how many have been corrected by the time it appears in the paper.  This is working well for these counties.

 

Regional Reports:

bullet Northern Region – Patty Krug – Questioned equitable distribution of flu vaccine and HMO to Insurance companies.  Patty will draft correspondence and submit to Dale Hippensteel.
bullet Northeast Region – No report
bullet Southeast Region – No report
bullet Southern Region – Susan Lorenz indicated frustration with lack of communication from State to local health dept; in particular – mumps info and case of Leprosy not shared.  Suggested use of HAN for potential alerts
bullet Western Region – No report

 

Old Business:

bullet Memorandum of Understanding – WPHA: Was sent to Chris Ruditys.  Nothing received yet.  Need to follow-up on this.
bullet Public Health Council - Discussed under Committee Reports
bullet Awards Presentation – Discussed under  Committee Reports

 

New Business:

bullet Request for Support Nursing Conference – See Correspondance
bullet Nominations – Dennis Wedde running for Co Pres and Mary Halada for Treasurer; one position still pending – Co-Pres from Health Officer side.

Motion made by Melody Bockenfeld, seconded by Barb Theis to over ride Article 8, Section 4 in the By Laws, relating to the 45 Day Election Notice.  Motion carried.

bullet Kathy stated Anti TABOR meeting to be held 4-26-06.  Felt someone from WALHDAB should attend.  Info to be sent to Dale and he will distribute it.
bullet Suggested a “Calendar Time Line” should be set up.  This would help with nominations as well as responsibilities of members.  Volunteers will meet after the May 12th meeting to begin this process.

 

Meeting adjourned at 10:00 p.m.  Next meeting is to be held in Stevens Point.  Dale will call Stevens Point Library to check on availability of room.
