Minutes of the Board of Directors Meeting

Friday, January 13, 2006

Board members present: Dennis Wedde, Susan Lorenz, Dale Hippensteel, Jody Langfeldt, Sharon Hampson, Patty Krug, Melody Bockenfeld, Nancy Eggleston, Judy Crouch-Smolarek, Jim Stecker, Lowell Haugen, Kathy Munsey, Barb Theis, Mary Cay Freiberg, Cheryl Mazmanian. Guest: Glenda Madlom

Board members excused: Hilde Perala, Suzanne Oelke, Jody Langfeldt. Absent: Sally Nusslock

Meeting called to order at 10:00 am by Co-President Dale Hippensteel. Motion by Stecker and seconded by J. Crouch-Smolarek to approve the agenda as presented. Motion carried.

Motion made by P. Krug and seconded by Freiberg to approve the minutes of the December 10, 2005 meeting as presented. Motion carried.

Treasurer’s Report: Theis presented her report. She pointed out that Hoven consulting fee is now $750 per month, up from $500/month in 2005. She is waiting for the final bill for the WISLINE teleconferences to have the final report. Total assets at this time are $40,419.86. Discussion followed. Motion made by J. Crouch-Smolarek, and seconded by Munsey to accept the report. All ayes, motion carried.

Correspondence: Dale H. received a letter from the governor’s office asking for participation in a Health Summit next week. Dale will attend. Dale also received a letter from David St. Jules from WEHA requesting a representative from WEHA on the WALHDAB board. Nancy Eggleston is a representative for WEHA. She will talk to David about this. Munsey shared a letter she received from Patrick Libbey, of NACCHO thanking us for helping reach 97% in the state of WI for the National Profile of Local Public Health Agency study. Nationwide there was 79% completion. We will receive data on the study in mid-2006. C. Mazmanian discussed membership on the WI Nurses Coalition. She received a letter to renew membership. Discussion followed. Group decided not to continue membership.

Committee Reports:

bulletLegislative Committee/Joint Public Affairs Report – Report given by D. Hippensteel. He received an update from Hovan Consulting regarding legislation of public health interest. He will be getting an updated grid and it will be posted on the website. There was a legislative hearing on Wed., January 11, 2006 on SB 881 with Rep. Heintz and the health committee regarding the public health statute modernization. Testimony was provided my many public health partners including: Terry Brandenburg, Eric Ostermann, Dale Hippensteel, Melody Bockenfeld, Reprentative Heintz testified as did Dr. William Scheckler and Herb Bostrom. They did not have a quorum to vote, so it will go to executive session next week and then to the full floor for a vote. There were several others who came and registered their support for SB 881. Gov. Doyle has vetoed SB 138 regarding physicians being required to provide unscientific evidence related to abortion.
bulletJoint Annual Conference Report – K. Munsey reported there was a meeting on January 12th and she had asked for the WALHDAB meeting time to be changed. Lowell Haugen stated they said they could change it to 7:30 a.m. on Thursday. This was agreeable to the group. The keynote speakers have been arranged. Munsey said they still need workers. Action Item: Munsey will ask Hilde for a list of subcommittees again and regional reps need to ask their regions to volunteer to be on a committee. Discussion followed. Topics for breakout sessions were given: outdoor water boilers, legislative session from Hoven Consulting again, perhaps specifically to Board of Health members on how to be more involved including the medical directors. Sharon Hampson said she and Donna Rozar could do a session on National Performance standards. Other suggestions included meth labs, emergency government and mass clinics, agent status, what are some of the specialty programs that counties do and what do they charge i.e. foot clinic, loan closet.

 

bulletPublic Health Council No report. Minutes are posted on the HAN if anyone is interested. 
 
bulletEnvironmental Health Specialty Group – N. Eggleston reported that their next meeting is next Thursday.

--The raw milk bill is being talked about again. We are registered as opposing 
this.

   -Second inspections will be required of schools. DATCP will be offering HACCP  
training in 2006.

      -- HACCP plans will need to be completed by the schools.

      --DPH licensing fees will be going up in 2007 instead of 2006. DATCP fees will  
  be going up in 2006.

bulletRegional Representative Reports  
 

      Western RegionNo report

      Southern Region—Barb Theis reported that Dan Hopfensperger came to their 
  meeting to talk about Medicare HMO reimbusement for flu shots. Discussion  
  followed. Dan will take issues to federal level so locals can get reimbursed.  
  Action Item: Dale H. will send a letter to the insurance commission from  
  WALHDAB asking that all Medicare patients can receive flu vaccine through  
  LPHA and explain the difficulties that have occurred.

   Northeast Region – Judy Crouch-Smolarek reported there were speakers on  
  WIC, tobacco and outdoor water boilers.

Northern Region – they meet next week, Dec. meeting cancelled due to snow.

Southeast Region – Cheryl Mazmanian reported that the group was  
concerned about the epi group for preparedness and some requests may be  
unreasonable at the local level. Discussion followed. Lorna Will will be coming  
to the next meeting to explain current process. They also had a West Nile Virus  
presentation.

New Business

  1. Updates for the website were discussed. K. Munsey will get site updated. Should include by-laws. 
     
  2. Stipend to Portage Co. Library was discussed. Motion by C. Mazmanian to give $200 to library next month. Second by May Cay Freiberg. All ayes, motion carried. 
     
  3. Hoven Consulting wants list of WALHDAB members as he uses to let legislators know how many people certain bills effect. This updated list will come to Barb Theis with dues. 
     
  4. Discussed national conventions. Sharon Hampson’s expenses are paid as she is on NALBOH committee. Motion by Patty Krug, Second by Judy Crouch-Smolarek to allow co-president, Jim Stecker attend at WALHDAB’s expense. All ayes, motion carried. 
     
  5. Dale discussed recent case of swine flu in Sheboygan County. Discussion followed. Suggested this may be an interesting break-out session at annual conference.

Meeting was adjourned, next meeting is a teleconference on Friday, February 10, 2006.
